From the ferry terminal in Culebra, head northwest on Route 250. Continue on this road for about 1.5 miles until you reach a fork. Take the left fork onto Route 251 and continue for another mile. Look for signs pointing towards Hilltop and follow the path up the hill until you reach your destination.
