From Condado or Isla Verde, take the bus #3 or #10 towards Old San Juan. Get off at the stop near Plaza de Armas. From there, walk southeast on Calle San Francisco towards Calle de la Fortaleza. Turn left onto Calle de la Fortaleza, continue straight until you reach Avenida Juan Ponce de León, cross the avenue and keep going straight on Calle de la Constitución. The Capitolio de Puerto Rico will be on your left at FV8V+PJF, San Juan, 00902.
