Catch a local bus heading towards Apia from Lalomanu Beach. Make sure to inform the driver that you want to get off at Togitogiga Waterfall. The bus ride will take approximately 30-40 minutes. Once you arrive, you may need to walk a short distance along the Main South Coast Road to reach the entrance of the waterfall area. Note that bus fares are usually very affordable, but it's good to have some Samoan Tala on hand.
