Al Khobar developed on the Gulf coast as a small settlement whose early livelihood was connected with fishing, maritime movement and trade across the waters between eastern Arabia and the wider Gulf. Its coastal position linked it with nearby Dammam and with communities on the opposite shore, while wells and inland routes supported movement through the arid landscape. The waterfront’s modern recreational character is therefore built on a coastline that long served practical, rather than purely leisure, purposes.

The discovery and commercial development of petroleum around Dammam in the twentieth century transformed the Eastern Province. Al Khobar expanded as workers, businesses and services arrived, and its proximity to Dhahran and Dammam helped create a closely connected urban region. Oil-related prosperity brought new roads, housing, public services and commercial activity, changing Al Khobar from a modest coastal settlement into an important city while retaining its relationship with the Gulf.

The King Fahd Causeway, opened in 1986, strengthened the connection between Saudi Arabia and Bahrain across the Gulf. Although the crossing begins west of the Corniche at Al Khobar’s wider metropolitan edge rather than forming part of the promenade itself, it became an important landmark in the region’s transport geography. Its presence reinforced Al Khobar’s role as a commercial and social crossroads and added a recognisable element to views from the waterfront.

As Al Khobar grew into a modern commercial city, parts of its shoreline were developed for public recreation, landscaping and family use. The Corniche came to include parks, promenades, open spaces and civic attractions, reflecting the wider Gulf pattern of creating accessible seafronts in expanding urban areas. The addition of institutions such as the Sultan bin Abdulaziz Science and Technology Center gave the district an educational as well as recreational role, while continuing improvements have kept the waterfront central to Al Khobar’s public life.
