Cross the junction and continue walking along Victoria Street until you reach the intersection with Bras Basah Road. Turn right onto Bras Basah Road and keep walking straight. You will pass by the National Library on your left. Continue until you reach the junction with Connaught Drive. Turn left onto Connaught Drive, and you will see Esplanade Park on your right, where the Tan Kim Seng Fountain is located.

From Bugis Junction, head to the bus stop located at Bugis MRT Station. You can take bus number 7 or 32. Once on the bus, stay on for about 5 stops and get off at the bus stop named 'Esplanade Bus Interchange'. After disembarking, walk towards Esplanade Park, which is just a short walk away. The Tan Kim Seng Fountain is located within the park.
