From Ljubljana city center, walk to the main bus station (Avtobusna postaja Ljubljana). Once there, purchase a ticket to Zgornje Gorje. Look for bus number 8 (or the most recent bus going to Bled) which will stop at the appropriate station. The journey takes approximately 45 minutes. Once you arrive at the Zgornje Gorje bus stop, walk 800 meters south along Podhom 80 street until you reach the Turistično društvo Gorje, which is the entrance to Soteska Vintgar.
