From Prešeren Square, head towards the Triple Bridge (Tromostovje). Cross the bridge and continue straight along Wolfova Street. After about 350 meters, you will reach the intersection with Stritarjeva ulica. Turn right onto Stritarjeva ulica. The Town Hall will be on your left at number 2, just a short walk away.
