From the center of Portorož, head east towards the main road (Obala). Once you reach the waterfront promenade, turn left and continue walking along the coast. You will pass by several beach bars and restaurants. Keep walking until you reach the intersection with the road leading to Piran. At this point, look for signs that indicate the bus stop for Vrsar. It's around a 30-minute walk to the bus station.
