Follow the signs to Bled, and then follow the road leading to the center of Bled. Once you arrive in Bled, head towards Veslaška promenada. You will find Fletchers Natural Spring at Veslaška promenada 7, right by the lake. Parking can be found nearby, but be aware that there may be fees depending on the location.
