For public transport, you can take a local bus from the Gyeongju bus terminal. Look for bus number 10 or 11, which heads towards Baeban-dong. The ride will take approximately 20 minutes. Get off at the 'Baeban-dong' stop. From there, it's a short 10-minute walk to the Sacheonwangsa Temple Site. Head southeast on Baeban-dong Road, and you will find the site on your left.
