From Jeju City Hall, walk to the nearest bus stop and take bus number 100 or 200. You can purchase a ticket on the bus. Stay on the bus for approximately 40 minutes until you reach the stop named 'Aewol-eup'. Once you get off the bus, walk about 10 minutes along Aewon-ro towards the northwest. Hwajowon / Flower Bird Park will be on your left.

If you prefer a quicker and more direct option, you can take a taxi from anywhere in Jeju City. Just tell the driver to take you to 'Hwajowon', located at 804 Aewon-ro, Aewol-eup. The ride will take around 25-30 minutes depending on traffic.
