Follow the signs for Estepona Centro. Once you reach Estepona, continue on N-340 until you see signs for Av. Juan Carlos I. Turn onto Av. Juan Carlos I, and the Ayuntamiento de Estepona will be on your right at number 24. There is usually parking available nearby.
