From Plaza de la Merced, head towards Calle de la Caridad and continue straight until you reach the bus station (Estación de Autobuses de Murcia). From the bus station, take the bus line 40 towards Cartagena. Get off at the stop 'Plaza de España' in Cartagena. From there, it's a 10-minute walk to Plaza Ayuntamiento. Just head east on Calle Real and continue straight until you reach Plaza Ayuntamiento.
