If you are in the center of Negombo, head towards the beach area. Start at the Negombo Fish Market and walk towards the coast, using the main road, which is Beach Road. Continue walking along Beach Road until you reach the Negombo Lagoon. The lagoon is located just past the sandy beach area, where you will see the water and local fishing boats. It should take approximately 20 minutes to walk there.
