Walking
If you're starting from Norrköping Central Station (Norrköping C), exit the station and head southwest on Drottninggatan. Continue straight for about 600 meters until you reach the intersection with Hamngatan. Turn left onto Hamngatan, and walk for approximately 400 meters. You will find the View point located at Hamngatan 6, which is on your right. The walk should take around 15-20 minutes.

You can take a bus from Norrköping Central Station. Board bus number 1, 2, or 3 towards 'Kopparhammaren' or 'Skärblacka'. Get off at the 'Hamngatan' stop, which is just a short walk from the View point. Once you disembark, walk approximately 200 meters along Hamngatan, and you will see the View point at Hamngatan 6 on your left. The bus ride takes about 10 minutes, plus the walking time.
