    If you are near the Bern main train station (Bern Hauptbahnhof), take tram line 9 towards 'Gümmenen' or tram line 11 towards 'Gümligen'. Get off at the 'Bundesplatz' stop. From there, it is a short walk to Bundesplatz 3. Head towards the large open square, and you will see the Federal Palace (Bundeshaus) directly in front of you.
