If you are starting from the Chapel Bridge (Kapellbrücke), head southeast towards the Reuss River. Cross the bridge and continue straight along the riverbank on the Weinmarkt street, following the signs for Reusssteg. The Lucerne Needle Dam is located on the Reusssteg, just a short walk from the bridge.
