Car
From Ruby Falls, head northeast on TN-383 N towards Chattanooga. Merge onto I-24 W. Continue on I-24 W for approximately 10 miles. Take exit 185 for Broad St toward US-27 N. Turn left onto Broad St and continue for about 0.5 miles. Turn right onto E 3rd St, and you will find Citizen Cemetery on your left at 850 E 3rd St.
Public Transportation
From Ruby Falls, you can take the Chattanooga Area Regional Transportation Authority (CARTA) bus. Walk to the nearest bus stop on Suck Creek Rd. Board the Route 3 bus towards the Chattanooga Transfer Station. Ride the bus for approximately 20 minutes, then transfer to Route 1 towards East Brainerd. Get off at the stop on E 3rd St. Walk a short distance east, and you will arrive at Citizen Cemetery located at 850 E 3rd St.
