From anywhere in Upper Cumberland, head towards US-70 E. If you are in Cookeville, take I-40 E and exit at 288 for US-70 E towards Smithville. Continue on US-70 E for approximately 20 miles. Turn left onto TN-136 N and follow it for about 7 miles until you reach Rock Island. Follow signs to Twin Falls, which is located within Rock Island State Park. There is a small parking fee of around $5 per vehicle for entry into the park.
