From the El Paso downtown area, head to the nearest bus station, which is located at 601 N Santa Fe St. Take the Route 9 bus towards 'Juárez'. The bus will take you across the border. Make sure to have your identification ready for border crossing. Once you arrive at the Ciudad Juárez station, you can walk to Plaza de Armas, which is approximately a 10-minute walk straight ahead. The Plaza will be on your left.
