To reach Hin Talu via public transportation, take a bus from your location in Andaman Coast to Ranong. Once in Ranong, head to the Ranong Pier. At the pier, buy a ticket for a long-tail boat to Ko Phayam, which costs around 300 THB. The boat ride will take approximately 30 minutes. After arriving at Ko Phayam, you may need to rent a scooter or take a local taxi to reach Hin Talu, which is about 5 km away from the main pier.
