Walking
If you are starting from the Old City area, head southeast to the Tha Phae Gate. From there, walk straight down Ratchadamnoen Road until you reach the intersection with Chang Klan Road. Turn right onto Chang Klan Road and continue walking for about 1 kilometer. Anusarn Market will be on your left at 149 Changklan Rd, just before the intersection with Loi Kroh Road.

You can easily find a tuk-tuk at various locations in Chiang Mai. Just tell the driver 'Anusarn Market' or show them the address: 149 Changklan Rd. The ride from the Old City should take about 10-15 minutes, depending on traffic.

Find a songthaew (red truck) with a sign that says 'Chang Klan' or simply wave for one. Once you are in, tell the driver you want to go to Anusarn Market at 149 Changklan Rd. The fare is usually around 20-30 Baht and the journey will take about 10-20 minutes.
