From Hua Hin town center, head to the main road (Petchkasem Road). Look for a songthaew (shared taxi) heading towards Sam Roi Yot. The songthaew will drop you off at various stops, but you will need to inform the driver to drop you off at Bang Pu Beach. The ride will take approximately 30-40 minutes.
Tuk-tuk

You can hire a tuk-tuk from anywhere in Hua Hin. Negotiate the price beforehand, as they do not have meters. Ask the driver to take you to Bang Pu Beach, located on Ro Pho Cho Prachuap Khiri Khan 2107 Rd. The ride should take around 30 minutes, depending on traffic.
Bicycle
