From the center of Ubon Ratchathani, head to the nearest Songthaew (shared taxi) stop. You can find these stops along the main streets. Take a Songthaew heading towards Nakhonban Rd. Inform the driver that you want to go to Wat Chaeng. The ride should take around 15-20 minutes. When you reach Nakhonban Rd, ask the driver to drop you off near the temple entrance.
