Walking
If you're starting from the iconic Hotel L'Auberge, exit the hotel and head south on Avenida Artigas. Walk straight for about 10 minutes until you reach the intersection with Calle 18. Turn left onto Calle 18 and continue walking until you reach the coast. You will see Playa el Emir just a short walk ahead.

Public Transport (Bus)
From the Punta del Este Bus Terminal, take any bus heading towards the beach areas. You can ask the driver to let you off at the stop closest to Playa el Emir. Once you get off, head towards the beach by following the signs. It should take about 15-20 minutes to reach the beach from the bus stop.
