If you are starting from the Salt Lake City Public Library at 210 E 400 S, head east on 400 S toward State St. Turn left on State St and walk north for about 0.5 miles. Continue walking until you reach the intersection of State Street and North Temple. The Eagle Gate Monument will be on your right at the corner.
