If you are starting from the center of Navoi, head south on the main street, Ulitsa Amir Temur. Continue walking straight for about 1 kilometer until you reach the intersection with Ulitsa Parkent. Turn left onto Ulitsa Parkent and walk for another 500 meters. You will see a large park on your right. Enter the park and continue walking along the path until you reach the central plaza. The Alisher Navoi statue is located in the center of this plaza, easily visible from the walking paths.
