History of Town Center

From Suburban Land to City Centre

The area now known as Town Center formed part of Virginia Beach’s inland suburban landscape, shaped by roads, commercial development and the city’s expanding population rather than by an old village centre. As Virginia Beach grew into a large independent city with employment and civic needs extending beyond the Oceanfront, planners and developers identified the Pembroke area as a place for a more concentrated urban district. The objective was to bring offices, residences, retail, hospitality and entertainment into a connected development rather than continuing a purely low-density suburban pattern.

The Town Center Development

Town Center emerged in the late 1990s and early 2000s as a planned mixed-use project, introducing office towers, hotels, apartments, shops and restaurants around pedestrian-oriented public spaces. Its development represented a significant change in the city’s commercial geography: Virginia Beach could offer a formal business and entertainment centre inland, separate from the seasonal economy of the Oceanfront.
