Car
If you are driving from Deception Pass State Park, start by heading southeast on State Route 20 (SR-20) towards Anacortes. Continue on SR-20 for approximately 12 miles until you reach the intersection with I-5. Merge onto I-5 South and continue for about 15 miles. Take exit 252 for Lakeway Drive, then turn left onto Lakeway Drive. After 1 mile, turn right onto Electric Avenue. Whatcom Falls Park will be on your left at 1401 Electric Ave, Bellingham, WA 98229. Parking is available on-site.
Public Transportation
If you're using public transport, first take a Skagit Transit bus from Deception Pass State Park to Anacortes. From Anacortes, transfer to a Greyhound or other regional bus service to Bellingham. Once in Bellingham, you can take the local bus (Whatcom Transportation Authority) Route 27 or 2 from the Bellingham downtown area to get to Whatcom Falls Park. Make sure to check the bus schedules in advance for the most accurate timings and routes. Note that bus fares vary, typically around $1.50 - $3.00 per ride.
