If you're driving from Winthrop, head east on WA-20 E for about 25 miles. Once you reach the cut-off for the North Cascades National Park, take a left onto Cutthroat Pass Road. Follow this road for about 5 miles until you reach the Cutthroat Lake trailhead parking area on your left. Be aware that there is a parking fee of $5 per vehicle, which can be paid via a self-service kiosk at the trailhead.
