From Has, head south on SH24 towards Kukës and follow the road for approximately 30 kilometers until you reach the town of Krujë. In Krujë, follow the signs for Mali i Krujës. You will need to drive up the mountain road, GR83, for about 8 kilometers until you reach the viewing point at GR83+VCG, where you can enjoy the beautiful views of the city and the surrounding landscapes. Please note that parking might be limited at the top, so plan accordingly.
