The building itself is a reconstruction of a traditional Gjirokastër house, built in 1966 on the site of Enver Hoxha's childhood home after the original was destroyed by fire. However, the museum does not focus on Hoxha; instead, it showcases the cultural heritage of Gjirokastër and the surrounding southern highlands. The four-story house exemplifies classic Ottoman architecture, featuring a symmetrical layout, carved wooden balconies, and local stonework. Inside, visitors can explore rooms decorated and arranged as they would have been in the 19th century, reflecting the lifestyle of wealthy townspeople. Exhibits include household items, folk costumes, clothing, kitchenware and tools. The house's architecture also offers insights into local building styles, with stone used on the ground floor to keep it cool in the summer and warm in the winter.
