Barrio Inglés, or the English Quarter, is a small, yet historically significant neighborhood located in the Refinería district of Rosario. Constructed in the late 1880s, it was designed to house the British staff of the Central Argentine Railway. The neighborhood offers a glimpse into the lives of these railway workers and the architectural styles they brought with them. The Barrio Inglés consists of two main sections: the Batten Cottage and the Morrison Building. The Batten Cottage was intended for the railway's administrative personnel, featuring twelve two-story houses with front and back gardens. The Morrison Building, on the other hand, housed the skilled laborers and consists of a two-story block with twenty-four apartments. The buildings' architecture reflects a distinct English style, setting it apart from the rest of Rosario. Despite the passage of time, the Barrio Inglés retains its charm, though some buildings have suffered from deterioration. In 1996, the Palacio Vasallo recognized the architectural importance of the area. Today, it stands as a reminder of Rosario's railway history and the British influence on the city.
