You will see the Monumento Histórico Nacional a la Bandera on your left at Sta Fe 581.

If you're near the intersection of Avenida Pellegrini and Calle San Luis, you can catch bus line 133. Board the bus and ride for about 10 minutes, getting off at the stop near the intersection of Avenida de la Libertad and Calle San Luis. From there, walk straight for about 5 minutes, and you will arrive at the Monumento Histórico Nacional a la Bandera located at Sta Fe 581. Note that the bus fare is approximately ARS 50.
