Car
From Lori, take the M4 highway towards Yerevan. It's approximately a 2-hour drive (around 100 km). Once you reach Yerevan, follow signs for the city center. As you approach the city, look for Tsitsernakaberd Highway. Turn onto Tsitsernakaberd Highway, and the memorial complex will be on your right at 8, 8 Tsitsernakaberd Hwy. There is no entrance fee to visit the memorial.

From Lori, you can take a minibus (marshrutka) to Yerevan, which costs around 1,500 AMD and takes about 2 hours. Once you arrive at the Yerevan Central Bus Station, look for a taxi or use a ride-sharing app to get to Tsitsernakaberd Armenian Genocide Memorial Complex. The taxi ride will take approximately 15 minutes and cost around 1,500-2,000 AMD. Make sure to confirm the fare beforehand.
