From Brussels-Central Station, exit towards Carrefour de l'Europe. The Smurfs Passage is located directly across the street in the passage of the Putterie, connecting Carrefour de l'Europe to Infante Isabellastraat. It's a very short walk, less than 5 minutes, and easily visible.
