Noel Lloyd Park, officially known as the Noel Lloyd/Positive Action Movement (PAM) Park, is more than just a green space; it's a landmark that embodies the spirit of the British Virgin Islands. Located in the heart of Road Town, this park offers a tranquil escape from the bustling city. The park commemorates the Positive Action Movement, which was formed in 1968 to oppose the Bates Hill Agreement. This agreement would have granted a British company control over a significant portion of local land, restricting access for Virgin Islanders. Noel Lloyd, a local businessman, spearheaded the movement, fighting for the rights of the people and their access to their homeland. Today, the park features a life-size statue of Noel Lloyd, along with faceplates of other members of the PAM, serving as a constant reminder of their courageous efforts. The park itself has been restored after sustaining damage from the 2017 hurricanes and now includes restored restrooms, a sprinkler system, paved pathways, and newly planted trees. It’s a place where visitors can relax, reflect, and appreciate the history and culture of the BVI.
