You can take the local bus service (Laguna Beach Trolley) from various stops in Laguna Beach. Board the trolley heading south on Pacific Coast Highway. Get off at the stop nearest to Treasure Island Park. From there, walk a short distance to the park entrance at 30799 Coast Hwy, and follow the path leading to the beach.
