In 1931, philanthropist Ellen Browning Scripps funded the construction of a concrete breakwater to create a safe swimming area for children, protecting them from strong currents and waves. However, by the mid-1990s, harbor seals began colonizing the area, finding the protected cove an ideal place to rest and raise their pups. The seal population has grown significantly, leading to ongoing debates about whether the beach should be preserved for marine life or recreational use. Today, the Children's Pool is a major tourist attraction, drawing visitors who come to observe the seals. While swimming is allowed, it is generally discouraged due to concerns about water quality and safety. Visitors can walk along the seawall for a better view of the seals and the ocean.
