If you are starting from the ByWard Market area, head southwest on Sussex Drive towards Rideau Street. Turn left onto Rideau Street and continue walking until you reach the intersection with Elgin Street. Turn right onto Elgin Street and walk until you reach the intersection with Wellington Street. Turn left onto Wellington Street, and you will see Parliament Hill Square directly ahead.
