Walking
If you are starting from the Old Port area, head north on Rue de la Commune until you reach Rue Saint-Paul. Turn left onto Rue Saint-Paul, and continue walking until you reach Place Royale. From there, walk up Rue du Sault-au-Matelot, which will take you to the base of the hill. Next, head up Rue de la Montagne until you reach the Terrasse Dufferin, a scenic boardwalk overlooking the St. Lawrence River. The Frontenac Stairs are located at the east end of the Terrasse Dufferin, leading up to the Château Frontenac.
Walking
From the Citadel, exit the fortress and walk down the hill on Rue Sainte-Geneviève. At the bottom of the hill, turn right onto Rue de la Porte and continue straight until you reach Rue de l'Hôpital. Turn left onto Rue de l'Hôpital and walk until you reach the intersection with Rue du Fort. Turn right onto Rue du Fort, and then take a left onto Rue de la Montagne. Continue walking until you reach the Terrasse Dufferin, where you can find the Frontenac Stairs leading to the top.
Walking
If you are near the Parliament Building, head southeast on Rue de l'Église towards Avenue Honoré-Mercier. Turn right on Avenue Honoré-Mercier and walk until you reach the intersection with Rue Saint-Jean. Turn left onto Rue Saint-Jean and walk until you reach the Porte Saint-Jean. Continue through the gate into Old Quebec, and follow the path down to Rue de la Montagne. Once you reach the bottom, turn right on Rue de la Montagne and walk until you arrive at the Terrasse Dufferin, leading to the Frontenac Stairs.
