Once you arrive at Peekskill, transfer to the Metro-North Railroad service towards Grand Central Terminal and get off at the West Point stop. From the West Point train station, you can take a local taxi or rideshare service to the Visitors Center located at 2107 New South Post Rd, West Point, NY 10996.
