Continue on E45 for about 45 kilometers until you reach Baeza. At Baeza, switch to the E28 highway and follow the signs toward Papallacta. After about 30 kilometers, you will reach a junction. For travelers using public transportation, start at Tena's main bus terminal. Take a bus heading to Baeza, which typically takes about 1 hour and costs around $1.50. Once in Baeza, you will need to transfer to a bus heading towards Papallacta. Confirm with the driver that the bus passes by San Rafael. The bus ride will be about 30 minutes, costing around $1. After reaching the junction, you may need to walk or hitch a ride for the last 10 kilometers to San Rafael Waterfall, as public transport may not go directly to the waterfall.
