From the center of Ibarra, head to the main bus terminal, Terminal Terrestre de Ibarra. You can take a local bus heading towards Otavalo. The bus ride will take approximately 30-40 minutes. Once you arrive in Otavalo, get off at the Otavalo bus terminal. From there, you can either walk or take a taxi to Peguche Waterfall, which is about 3 km away. If walking, head east on Calle Sucre, then turn left onto Calle 31 de Octubre, following signs towards Peguche.
