If you are starting from the Tallinn Old Town, head towards the center of the old district. Follow the narrow cobblestone streets until you reach Viru Street. Continue straight along Viru Street until you see the large shopping mall, Viru Keskus, on your left. From there, turn right onto Pärnu Road, which will lead you directly to the Town Hall Square. Look for the tall spire of the Town Hall as you approach; it will guide you to your destination.

If you are near the Tallinn bus station (Tallinna Bussijaam), take bus number 2 or 65 towards 'Viru'. The journey will take about 10 minutes. Get off at 'Viru' stop. From there, walk straight towards the Viru Keskus shopping mall, and then follow the instructions for walking from Viru Street to Town Hall Square as detailed above.

If you are near the Tallinn tram stops, take Tram Line 1 or 2 towards 'Kopli' or 'Tondi'. Get off at the 'Viru' stop. From there, walk straight towards the Viru Keskus shopping mall, and then follow the walking directions from Viru Street to Town Hall Square.

If you have rented a bicycle, start by heading towards the Old Town through the bike-friendly paths. Follow the signage towards Viru Street. Once you reach Viru Street, continue straight to Pärnu Road, and you will find bike paths leading directly to Town Hall Square. There are bike racks available near the square for parking.
