If you're in the Old Town area, head towards the Town Hall Square (Raekoja Plats). From the Alexander Nevsky Cathedral, walk down to Toompea Hill and take a left on Pikk Street. Continue straight until you reach the square. The Town Hall Tower is located at the north side of the square, marked clearly by its tall spire.
