If you're driving, start by navigating to Tartu city. From the center of Tartu, head towards the waterfront area. Public Transportation
If you're using public transportation, take a bus to Tartu from any location within Tartu County. Once you arrive at the Tartu bus station (Tartu Bussijaam), walk towards the city center.
