From Kuusamo, drive approximately 25 kilometers northeast on Route 5 (Karhunkierros Road). Turn left onto Liikasenvaarantie and continue for about 2 kilometers until you reach the Oulanka Visitor Center. Parking is available on-site and is free. There are no tolls on this route.
