From Akhaltsikhe, take a marshrutka (minibus) heading to Chiatura. The journey takes about 1 hour. Once you arrive in Chiatura, you will need to catch another marshrutka to Katskhi. Inform the driver that you want to go to Katskhi Column; they will usually stop near the entrance. The total cost of public transportation should be around 15-20 GEL.
