Starting from the center of Ioannina, make your way to the main square (Plateia Eleftherias). From the square, head southwest towards the lakefront, following the signs towards the waterfront promenade. Once you reach the promenade, continue walking along the lakeside path until you see the entrance to the Ioannina Castle (Kastro). Enter the castle grounds, and as you walk through, follow the path leading towards the north side of the castle. After a short walk, you will see a sign directing you toward Ali Pasha's Tomb. The tomb is located within the castle area, so keep an eye out for the historical markers. The entire walk should take approximately 20-30 minutes.
